Russia has security obligations to Armenia, not Nagorno-Karabakh — Kremlin
MOSCOW, October 7. /TASS/. Russia may stand up for Armenia under its
Collective Security Treaty obligations, but these obligations do not
cover the unrecognized republic of Nagorno-Karabakh, Kremlin Spokesman
Dmitry Peskov told journalists Wednesday.
"The obligations on security are as follows: if a CSTO member nation
is subjected to aggression, an attack from outside, then the Treaty
signatory nations have to protect this nation," the spokesman said.
When asked in what case Russia would be ready to send its military to
the Nagorno-Karabakh conflict area, Peskov underscored that "this is
rootedin the obligations" under the CSTO.
"In this case, we are talking about Armenia; [Russian President
Vladimir Putin] has made it perfectly clear and he differentiated
between these two issues: the CSTO obligations do not cover Karabakh,"
the spokesman said.
According to Peskov, reports of hostilities on Armenian territory have not been confirmed.
Earlier, Russian President Vladimir Putin noted that the Armenian
authorities raised no question regarding Russia’s compliance with the
CSTO obligations. The head of state recalled that Russia has obligations
before Armenia - a CSTO member state - and noted that the hostilities
do not take place on Armenian territory.
The CSTO is an international security organization, comprising six
signatories: Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia and
Tajikistan. The CSTO aims to counter threats to security and stability
and to protect territorial integrity and sovereignty of member states
without meddling in their internal affairs.

Y súmale que ningún miembro del consejo de seguridad reconoce la Republica de Artsaj ni la misma Armenia reconoce, por no dañar relaciones con la comunidad internacional, en teoría la comunidad internacional esta dando "via libre" para que los Azeries recuperen de facto un territorio que les "corresponde" de Iure, es decir estan dejando que se solucione una "anomalía" de la era postsoviética.
La vaina con esas anomalias de la era sovietica es que al ser todo parte del mismo país se movian fronteras internas de la URSS por conveniencias administrativas sin tener en cuenta el arraigo de esos territorios y una futura independencia. La verdad esos casos se deberian solucionar por la autodeterminacion de los pueblos, pero en un mundo de burocracia en bruselas, paris, NY etc les importa poco que 600000 personas se sientan Armenios y no quieran pertenecer a otro pais. Es un caso similar al presentado en el donbass, , crimea, Jarkov u Odessa que llevo a una guerra en Ucrania y no sera el ultimo.

Solo que esa auto determinación de los pueblos para bien o para mal pondría en dudas muchas de las fronteras actuales de muchos paises incluyendo a Europa (Cataluña, Norte de Italia, Escocia, Ucrania) ni que decir en Asia o África donde la mayoría de fronteras son productos de la epoca de la descolonización que dejaron un montón de fronteras arbitrarias con pueblos aun lado de otros, tras líneas imaginarias en el papel, pero aun asi asimiladas por nacionalismos reivindicacionistas de muchos estados. Seria abrir una caja de pandora. El origen de esta problemática en especifico de la manipulación artificial de poblaciones fue responsabilidad del estalinismo para evitar rebeliones nacionalistas en los territorios soviéticos, mezclando poblaciones por medio de deportaciones e incitando migraciones en los territorios de los deportados todo de manera artificial y forzosa.
Pues es posible que siga, y eso sí es que se llega a respetar el alto al fuego, que por los general es algo que siempre se pasan por los calzones en casi todas las guerras.
